Shotguns and Stopping Power

This is certainly something new that wasn't in The Specialists, so naturally a thread should be made about it. How should this mechanic work? Should stopping power be limited to only shotguns? Should stopping power floor you, or just make you slow?

EDIT: If the mechanic isn't going to be considered, then this thread should be locked.

I think if you are just moving normally, Shotguns should just stall you briefly. While if you are running you get slowed to normal movement. And if you are performing any stunts, you get knocked back some. All of these suggestions assume the shotgun is hitting as a counter to your current movement. Its also quite possible that being shotgunned in the back while jumping away might boost your jump.

Not only it's annoying, balancing this will be impossible because once you've hit someone with a shotgun - which means you're already pretty close range to him - all you have to do now is click the LMB a couple more times to finish the job on an almost-static target.
