You remember that thing that was in The Specialists but really didn't do anything? Well, how about returning it.

And making it better.

Sacrificing weight (slots) and mobility, bullet-proof vests offer enhanced protection against weapons. They absorb a certain amount of damage before they stop functioning, thus the only advantage would then be that sleek and stylish vest you're wearing. They're shown actually appearing on player models.

Kevlar:
Seen in every military action movie since the dawn of the 80's and the birth of van Damme, this vest is classic. It provides just enough to get the job done. And yes, it comes in black.

+Moderate damage absorption from bullets
-Decent weight cost, forcing you to use less weapons
-No longer functions after a certain amount of damage absorbed

Physical description: A black vest that spans the torso with straps and clip holders on it.

Steel Plate:
Call it a throwback. Call it retro. Call it motherfucking bad-ass. Whatever you call it, this modern rendition of the classical Medieval cuirass will absorb everything at the small cost of the joints in your legs.

+Large damage absorption from bullets, hand-to-hand combat, and melee weapons
+Bullets and other projectiles have the opportunity to bounce off and richochet off of the armor, potentially killing others
-Massive weight cost
-Physically slows you down moderately
-No longer functions after a certain amount of damage aborbed

Physical description: A set of two solid steel plates that connect over the shoulder and the sides with black straps.

Flakk Jacket:
Protecting you from against the mightiest of explosions, this will save you when the shit hits the fan and a shit storm of grenades comes shitting down on you, possibly when you're taking a shit. Either way, this vest is shit-proof.

Physical description: Olive army-style vest covering the torso with light tan straps.

This is going to be a tough sell, kevlar is one of the things blamed for ts3 being such a pile. also we have Resilience.

Yeah, I was hoping to balance it to the point where it's entirely optional (but still useful) and suits different people's play-styles (like the whole pistol vs. rifle/SMG/shotgun balance). One of the major reasons I bring it up is that it adds more variety, both in the eye-candy sense and the tactical sense. Having these vests would be a compliment to the (potentially) small amount of player models we may have.

Resilience is a different beast in its own. The current format (at least what it says in-game) states that it's health regeneration. It's still a little OP, but adding these will allow people to try and attempt to tip the scale in their favor (but not drastically). These effects wouldn't be too huge of absorption so people that aren't wearing vests would still have a chance against those that do.

Kevlar is a controversial idea compared in retrospect to TS, but this isn't the same kevlar (and it isn't TS).

It would be cool to see sparks fly off off the steel too, but I'm not sure.. most action movie based heroes don't require kevlar, although I do agree it would help with variety for our player models. Maybe we could just select different skins for models?

how about instead, we do submodels for the different skills? resilience gets kevlar, athletic gets a long coat, reflexes gets shades, bouncer gets brass knuckles, marksman gets... I have no idea. A hat? Facepaint and a rename from Marksman to Commando?, nitrophiliac gets removed from the game entirely what the fuck were you thinking vino

Guess we have different opinions of what looks cool ;). Trenchcoats have always been more of a 'Slow and meticulous mob hitman' thing to me. Tank tops and shirts have always seemed more practical for all the stunt diving stuff.
